APTIM Business/Contracts Manager in Ft. Irwin, California

Job Description:

The Business/Contract Administrator Manager will work directly with various personnel including, Operations Management, technical personnel attorneys, and client. The Manager will be responsible for reviewing, negotiating and administering contractual terms and conditions in accordance with APTIM company policies and the specific business units.

Key Responsibilities/Accountabilities:

  • Responsible for providing management and the government with relevant financial data necessary for budgetary and financial decisions.

  • Serves as the project's expert on government accounting to assure the project's compliance with existing government accounting regulations such as the Federal Acquisition Regulations and Cost Accounting Standards.

  • Supplies management with options for the accounting of various costs, consistent with government regulations, which allow for maximum cost recovery and profitability to the project.

  • Oversees the operation and management of the Finance Office and staff.

  • Responsible for directly supervising all Finance and Contracts employees.

  • Responsible for proper implementation and ongoing utilization of accounting systems, including labor reporting, accounts receivable, accounts payable, cost reporting and cost allocations.

  • The Business Contracts Manager interacts with IT to assure that system changes do not conflict with governmental requirements.

  • Interacts with government financial auditors and internal auditors, coordinates audits and reviews audit requests for financial information.

  • When required, the Business Contracts Manager coordinates with Government Compliance as may be needed in the negotiation with government representatives on various matters, including cost impact statements, forward pricing, and final overhead rates used on government contracts.

  • The position requires interaction with personnel from all departments and levels.

  • The Business Contracts Manager is the project's expert regarding allowances and allocation of specific cost items, and fields questions from personnel in other divisions

  • The Business Contracts Manager may be required to negotiate with government representatives the terms and conditions under which a change may be made to an accounting practice.

  • Works directly with various personnel including, Operations Management, technical personnel attorneys, and client.

  • Responsible for coordinating with Contract Administration in reviewing, negotiating and administering contractual terms and conditions in accordance with APTIM/HDSS company policies and the specific business units.

  • Directs and coordinates activities of the Accounting Department including payroll, accounts receivable, accounts payable and general accounting.

  • Maintains financial objectives and policies.

  • Prepares budgets and financial forecasts/projections.

  • Prepares and analyzes financial statements for the project, assisting in Corporate financial statement preparation.

  • Responsible for the accurate and timely preparation and submission of all required government CDRL's, government correspondence, and corporate requirements, including month-end and year-end close reports.

  • Prepares and makes recommendations based on financial analysis of operations.

  • Assists the Project Manager and all Division Managers on the project regarding business and financial concerns.

  • Provides the necessary direction and coordination of budget and planning policies and procedures as they affect the various divisions.

  • Assures that accounting practices within the project comply with government and Corporate accounting regulations.

  • Coordinates and assists with Government Compliance as needed in the design and development of new or improved accounting practices, which will result in maximum recovery of cost while being in full compliance with FAR and CAS.

  • Coordinates and supports Contract Administration and Procurement in reviews of government RFPs, teaming agreements, contracts, change orders and other legally binding documents.

  • Provide advice to management/technical personnel and negotiate agreements with clients.

  • Coordinate review of these documents with Contract Administration, Legal, and Risk Management as necessary.

  • Coordinate and assists Contract Administration to obtain Certificates of Insurance and Bonds, as required.

  • Advise/train technical staff regarding contract oversight, risk avoidance, change order management, and cost and pricing.

  • Review Job Initiation Forms to ensure that a properly reviewed and approved contract is in place and that the information provided on the form is consistent with that in the contract.

  • May be required to coordinate with Government Compliance and Contract Administration on negotiations with government representatives the terms and conditions under which a change may be made to an accounting practice.

  • Coordinate with Contract Administration on the review government and commercial confidentiality agreements, RFPs, teaming agreements, proposals, contracts, change orders and other legally binding documents

  • Advise APTIM personnel on the terms and risks of the contractual documents

  • Assist APTIM personnel with risk identification of each project and participate in presentations to APTIM's risk committee

  • Coordinates with Contract Administration on the revision to contractual documents as necessary in accordance with APTIM procedures and risk evaluation of each project

  • Coordinate review of contractual documents with Contract Administration, Legal, Risk Management, Tax, Finance, Health & Safety, Quality Assurance, Business Development, Operations, and other departments as necessary

  • Support Contract Administrator and attorneys with review and client negotiation of contractual documents

  • Coordinate with Contract Administration to obtain certificates of insurance, financial guarantees, project-specific registrations, and licenses, etc. as required

  • Identify and negotiate contract changes with clients during project execution

  • Advise and train technical staff regarding contract administration, risk avoidance, change order management, cost and pricing, and other topics as required

  • Review internal project setup forms to ensure that a properly reviewed and approved contract is in place and ensure the information provided on the project setup form is consistent with the information in the contract

  • Provide support and coordinate with applicable Functional Groups as requested in areas of contract review, negotiation, monitoring, close-out, indirect rate adjustments, audits, proposal preparation, etc.

Basic Qualifications:

  • Has in-depth experience, knowledge and skills in operational management own discipline.

  • Ability to work with varied customers and clients, including local governmental agencies, and federal agencies

  • Bachelor's degree in Accounting or Business Administration, Master's degree preferred.

  • Must have 10+ years relevant experience.

  • Valid California Driver's License.

  • Successful candidate will be subject to a government security investigation and must continually meet eligibility requirements for access to all areas of government facility.

  • Budgetary preparation and management.

  • Understanding of Financial statement preparation and analysis, fiscal administration, including pension plan and benefits administration and all standard accounting operating procedures and principles.

  • Must have Cash management, expenditure, and disbursement processes experience

  • Experienced with Federal tax guidelines and tax laws as they relate to the project.

  • Experience with Government accounting as addressed by the Federal Acquisition Regulations (FAR) and the contract.
