APTIM Lead Project Manager in West Mifflin, Pennsylvania

Job Overview:

This is an exempt position reporting to the Site Manager to support the Decontamination and Decommissioning (D&D) of facilities at The Naval Research Facility in West Mifflin, Pennsylvania. Working as part of a joint venture with BWXT to form BWSR the Lead Project Manager will be responsible for the effective management of work activities on the site, with efforts primarily focused on D&D projects at the site. The focus of the work at the project is to perform the remediation of legacy nuclear and environmental materials on site. Main project areas include the remediation of historical research facilities, demolition of buildings, and characterization of site-infrastructure to support on-going maintenance and construction. The Lead Project Manager is part of a Project Management Office (PMO) implementing complex, multi-year projects through identification and completion of critical path and parallel work activities to achieve optimum performance.

Key Responsibilities/Accountabilities:

  • Developing and maintaining a PMO that is capable of all aspects of project management (initiation, planning, execution, monitoring and control, and project closeout) for the site

  • To lead effective implementation of the Earned Value Management System, as well as risk management and planning for Babcock and Wilcox Shaw Remediation (BWSR)

  • This position is responsible for data administration for enterprise scheduling, resource, and earned value management tool sets

  • Development of corrective action plans for troubled projects

  • Overall coordination of initial work planning/scoping working with operations and engineering to develop a resource loaded schedule and cost estimate

  • Primary interface with operations and project planners/schedulers

  • Assist in planning and resolving interface issues with the customer and production groups

  • Interface with customer technical representatives to ensure Preparation of Monthly Financial Reports including Monthly Progress Reports

Basic Qualifications:

  • Bachelor of Science in relevant degree (Engineering, Science, Business)

  • MBA

  • PMP Certification

  • Working knowledge of DOE Order 413.3B

  • A minimum of 5 years of experience using Earned Value Management Systems using Primavera 6 or similar project management software is desired

  • Experience in field of construction and/or D&D

  • Minimum of 7 years project management supervisory experience on large, complex projects involving radioactive and/or hazardous waste generation and disposal.

  • Must be able to obtain and maintain radiological qualifications in the Naval Reactors Program

  • Must be a US Citizen -- no dual citizenship

  • Must be able to obtain and maintain a Department of Energy Level L Security Clearance

*Experience working in the Naval Nuclear Propulsion Program with current clearance is a plus*
